DTM in closed network (without internet connection)

I’m working in a closed network with Cesium, and ESRI servers.
We have DTM files (tiff files) but Cesium doesn’t know how to work well with ESRI servers when it comes to DTM.

2. A minimal code example. If you've found a bug, this helps us reproduce and repair it.

3. Context. Why do you need to do this? We might know a better way to accomplish your goal.

I want to display DTM.
Is there any way to solve this issue with ESRI servers?
If not, how can I solve it?

AGI offers a product, STK Terrain Server that was built specifically for your use case. This is the software that built and currently hosts the world terrain found on assets.agi.com (see Cesium terrain tutorials). The server runs on commodity hardware (e.g., your pc on a closed network) and will convert raw DTMs such as your tif files, into a quantized-mesh format, native to Cesium.
