How do i get ATO Visualizer as a download ?
Assuming you mean air tasking order, as far as I know, no one has made a Cesium plug-in or otherwise shared code to visualize them. Cesium can absolutely do it, but you have to parse the ATO yourself. This would certainly be a cool plug-in if someone were interested in working on it.

If so, that is an application written by the Argentinian Air Force and not a plugin you can install within your own Cesium application.
