The Unreal water system is supported through the use of a “Water Mask,” which tells Unreal which spots in the tileset have water and which do not. Our FAQ gives instructions on enabling this for Cesium World Terrain. For a tileset of your own, or a tileset that doesn’t have a water mask, you can try creating your own water mask or a material that has the same effect, as detailed in this post.
