Billboards not showing up in 2D when depthTestAgainstTerrain is set to true and terrain is loaded

Thanks this is definitely a bug introduced in 1.12. I’ve submitted https://github.com/AnalyticalGraphicsInc/cesium/issues/2951 so we fix it ASAP.

This is fixed. It will be in Cesium 1.13 on September 1.
