I have a 2D height map and corresponding 2D satellite footage of the same area – will Cesium allow me to render these together? If so, can someone give me some tips on where to start?

Welcome to the Cesium community! What format is your heightmap and satellite imagery in? If you have GeoTIFFs of each, you can upload the heightmap to Cesium ion (https://cesium.com/ion/) to create 3D terrain out of it, and upload the satellite imagery separately, then overlay them in a CesiumJS app.
