Hi,
I am not sure how I can project a “cone” per say onto Earth from an object moving in an orbit around the planet. Similar to what this picture is showcasing.

Welcome to the community! This sandcastle demo should help you get started adding cones to the Cesium.Viewer. Here is a demo that outlines how to create a satellite that orbits earth using CZML data. You will need to update the location of the cones based on the location of the satellite. I believe this gives you everything you need! Let me know if you have any other questions or concerns.
