Can I use standart cesium bing layer free or any permissions? If I cant what I have to do for using it?

In order to use Bing imagery on your site, you need to generate a API key from Microsoft, which you can do at https://www.bingmapsportal.com/
Whether it’s free or not is dependent on your use case. They have a licensing wizard at the above link to help you determine that.
