Photorealistic 3D Tiles from Google Maps vs Google earth VR

Hi,
Do “Photorealistic 3D Tiles from Google Maps” and Google earth vr app use the same data ?
Will a unreal app using the cesium plugin look the same as Google earth ? Better ? Worse ?
