WebGL 2

For those interested in WebGL 2 support in Cesium, Dan and Sean have made some progress towards supporting WebGL 2 at the code sprint:


These changes do not add new WebGL 2 features; instead, they address the breaking changes between WebGL 1 and WebGL 2. Note that WebGL 2 browser implementations are still being worked on and are behind flags.

A while back, Ed and I also updated the WebGL Report to display WebGL 2 info.
