The website forum seems to be working fine (at least on the multiple devices I’ve tried). What kind of error are you getting? Can you get to https://groups.google.com/forum/?fromgroups#!forum/cesium-dev directly?
I imagine the question was due to the fact that China blocks Google Groups, which is where the forum is hosted.
