Is Geospatial Content Server a Cesium ion on-premise?

I am confused about this. I read the document of Geospatial Content Server (GCS), it doesn’t support gltf. I also try to upload a gltf file to a demo of GCS. The process is failed. But I heard GCS can convert gltf to 3dtiles if we get a license. Is that true? Does GCS contain format conversion of ion?
