I recently discovered Cesium. This is a great innovation for the browser. As soon as I saw it, I wanted to do this to it. I know webGL can do it. Can anyone lead me on the right path of going about trying to start this project? I have u and v data of wind at latitude and longitude positions. I just need to know how to go about it using the Cesium API. Or, will I have to throw some custom code in there as well?

I did not. I realized I needed for knowledge about shaders. Then I got put on different projects so this was shoved to the backburner. I still would like to work on doing this at some point. I think it would be amazing.
