Is it some how possible to show the Sectional Aeronautical Chart , On top of the cesium globe in unity?
It would be the form of Imagery I believe , please suggest.

It sounds like you have the right idea – convert the charts into imagery so that it can be draped on the globe in Cesium for Unity. We have a page on tiling imagery with Cesium ion, including a list of supported formats:
