One thing that jumps out at me is that your “Tile Matrix Set Label Prefix” is EPSG:900913:
in Unity, but it’s EPSG:900913
in Unreal (extra colon :
at the end in Unity).
I also can’t tell if your Unreal version has a “Layer” specified because your tooltip is over the top of it in the screenshot, but that parameter is usually required by most WMTS servers, and it’s missing in your Unity screenshot.
