Hi, I make 3d enveronment by cesium but it generate 3d models without texture

Which tileset are you using there? It looks like it might be Cesium OSM Buildings, which is untextured buildings derived from OpenStreetMap data.
If you’re looking for fully-textured buildings, you might try using Google Photorealistic 3D Tiles instead.
Thanks @Kevin_Ring I tried Photorealistic 3D Tiles but it doesn’t generate 3D models, i connected to the url that contains api from Google platform
Ok, we can dig into why that is happening. Please start by sharing how you’ve set up your scene and the Google Photorealistic 3D Tiles tileset.
Adding photorealistic textures to Cesium OSM Buildings is not possible, so that’s not a valid workaround if you need textures. The best you can do is procedural styling, like what is demonstrated in level 10 of the Cesium for Unreal Samples project:
Can i generate 3d building for Dubai ?
Are you asking if Google Photorealistic 3D Tiles has 3D building data for Dubai? I believe the answer is no, unfortunately.
If you’re showing Google Photorealistic 3D Tiles in Cesium for Unreal, and looking at Dubai, and everything appears flat, then that’s a sure sign that Google has no 3D data there. If you want to confirm, though, you can check in Google Maps. I just did that, and Dubai looks to be flat in Google Maps as well.
