Notice how the steps on the downloads page (https://cesiumjs.org/downloads/) say “navigate to the root directory”.
You can do that by using the CD command (this article is a good introduction on using the windows command prompt https://www.bleepingcomputer.com/tutorials/windows-command-prompt-introduction/)
Another way is to simply right click on a folder while holding shift, and you should see a “Open command window here” or “Open powershell here”. In any case, if you run that command while the working directory is set to the folder that contains the file server.js it will work.
