Question about workflow

Hi everyone, I mostly work with 3ds Max. I usually model roads, bridges, urban centers, etc., and working with topographical plans extracted from AutoCAD isn’t always the most accurate solution for huge surfaces. The ideal would be to model directly on “Google Earth” itself. Sometimes I’ve modeled a building with 3ds Max and positioned it in place with Cesium for Unreal, but I can’t modify the terrain, and that’s a problem. I need a workflow that allows me to model roads or buildings in 3ds Max while raising/sinking/flattening the Google Earth terrain so I can see that terrain modification when exporting the file to Unreal. I’m a bit lost with Cesium; I don’t know if this plugin can do that.
