Bug: clusters re-cluster on pan in 2D

Sometimes clustered billboards re-cluster during a pan. This may be expected in 3D where the perspective changes, but this is unexpected in 2D mode and is distracting.

This is reproducible with the clustering demo here:

Switch to the 2D mode. There will be some flashing that is captured in this issue.

Now zoom in on western United States. Pan around and you may see clusters re-cluster themselves. Below is a before/after of one such occurrence:

I can reproduce this. I notice this only happens when panning to a new area after the zoom level has changed. Let me know if you are seeing something different, but I’ve opened a new GitHub issue here to track. We’ll update this thread when the issue is resolved.
