Do I need to pay if I use the Cesium plugin but not data from Cesium?

Hi, I want to make an application for commercial use using the Cesium for Unreal plugin.
However, I won’t be using map tiles streamed in from Cesium ion. I will use map tiles from third-party services (like Google, OpenStreetMap, etc.)
I’m wondering, in this case, do I need to pay for my use of Cesium?

Cesium for Unreal is free and open source. A Cesium ion subscription is optional.
