Support tiling of point clouds with CSV input

Right now Cesium ion supports tiling point clouds into 3D Tiles as LAS/LAZ. For an updated list of all the formats Cesium ion accepts, see: Uploading Data to Cesium ion | cesium.com

A few users have requested the ability to upload point clouds as a CSV, with columns for X/Y/Z and optionally R/G/B, and other per-point metadata.

I think, that CSV is a most simple and compact text format. Therefore transformation of other formats in it is a simplest task too. Hence addition of the ability to upload point clouds as a CSV must drammatically widen area of using point clouds in Cesium. I would like to put 1000 stars :slight_smile:
